This ranges from creating, manipulating, or levitating constructs of ice of varying sizes, gusts of super-cold air, blistering cold blasts of frost that can freeze on contact, and cause ice to rapidly grow around her. She can also freeze an object in mere seconds by physically touching it. She is also obviously impervious to freezing, or cold based stimuli.

Of course, that didn't stop the likes of Batman from interfering. But Batman was the least of her father's worries. Gotham was a rough place to live, even more so when you were in charge of a larger group of criminals.
There was always someone vying to take what you had, either a rival, or a second in command. This turned out to be true when her father was killed right in front of her. She was only spared because they believed she was just a kid, and no reason to see her as a threat; a costly mistake. In just one moment, everything her father had worked for had been undone, and she lost everything after that. She silently vowed to make them all pay.
Victoria didn't have any other relatives to stay with, atleast none that lived in the states. She had to do what she had to in order to survive, eventually joining one of the local street gangs. Victoria worked hard and pushed the gang to achieve more power, working her way up in ranks. She eventually became the leader at the time's second in command, but despite her womanly charm, she could not persuade him to take action against one of the bigger organized crime syndicates. Victoria got around this problem simply by taking him out of the picture. The gang was now hers, and she used it to rage a bloody war against her enemy.
It started out small, but quickly snowballed after each successful operation. However, she underestimated the man she wanted to take everything from and was later arrested by a police raid. Once again, she had lost everything she had to betrayal. But it didn't end there, it was just getting started. There was an 'accident' on her way to prison, and her body was never found. Victoria would later find herself in a secret research facility, funded by none other then the man she wanted revenge on.
She endured years of agony and humiliation, no different from the other 'test subjects' brought there against their will. But Victoria would not let them break her. She refused to die until she got her revenge, and wouldn't let him have the satisfaction of hearing her beg. Her desire for revenge was the only thing that kept her alive. And then the researchers injected her with an experimental serum which at first, had no immediate effect. Every other subject they gave it to though, quickly displayed signs of seizures and cardio failure before they died.
Victoria survived either by sheer force of will, spite, revenge, or a combination of the three. But when the serum did take effect... it was a painful experience she wished she could forget. Imagine a sharp stabbing pain in your lungs, followed by fits of painful coughing. Then your body begins to spasm, muscles contracting against your will. And now imagine your body temperature dropping rapidly, your body becoming cold and shivering. Then the cold suddenly turns into a searing pain that starts at several different places on your body, slowly growing across your body as your skin begins turning to a pale blue shade. Victoria endured that for hours before the process was finished.
They had made a breakthrough! And more then before, she was subjected to all kinds of experiments to try and determine what the serum had achieved. What they learned was that Victoria had gained the power to create ice, allowing her to create all kinds of different constructs made of ice in addition to freezing what she touched. But through this process, her body still hadn't fully taken to the serum and made things... difficult. Something she used to her advantage one night when she staged her escape.
After faking a heart attack, she went on a rampage and killed EVERYONE in the facility. She fled back to the city, and returned to finish what she had started. Using her new found powers, she killed everyone in her old home, but not before learning where her primary target was. Tracking him down, she crashed his meeting with his lieutenants. It was a cold, and bloody battle. She had saved HIM for last, freezing his arms and legs into solid ice and shattering them so that he could watch her take everything from him like he took everything from her family.
The cops arrived shortly after her rampage, finding her among the frozen and shattered bodies of dozens of known criminals. She offered no resistance when she was cuffed and taken away to prison. She was compliant and quiet at first, and no one knows what set her off, but one inmate did something to set her off and was killed on the spot. When the prison guards tried to subdue her, she lashed out and went on another rampage until she was eventually brought down.
It was at that time it was discovered how they could contain her, but the prison didn't have the means to hold her and after arranging for a special transport, she was loaded up and sent to Jump City. Using what little power she had to freeze and shatter a small hole to let sunlight in, and did what she did best; she bided her time and waited.
